juvi p bass keeps getting white spots

I have a juvenile peacock bass that I have had for a few weeks now and it keeps getting white spots that I would imagine are Ick. Looks just like it but they go away after a day or two and reappear after a couple days again. I actually have two of these fish and it only happens to the smaller of the two. There are also a few other fish in the tank and there are no symptoms on any of the other fish either. The water temp has been at a steady 88 degrees with plenty of aeration. The ammonia and nitrites are at 0 but the nitrates are pretty high. If this is recurring ick why are the other fish not getting it?
 
definately not substrate. its acting normal. actually less shy and skittish of the two. guess ill watch and wait.
 
I dont suggest that. Your describing exactly what happpened to mine over the summer, if its inbetween 3-5" then if you dont do anything about it he will probably die
