Keeping a 55g working

Hey, I'm about to go out and buy a 55g, with it I'm looking to get the filter, heater and decorations. I'd like really clear water, and I need to keep a Ph of about 7.0 and a temperature of around 80 degrees Fahrenheit. I'm looking at a Visitherm 200 watt heater, and either an Aquaclear 110 filter or Emperor 400 power filter. Wondering if I'd be able to get away with Aquaclear 70 and still have clear water. As for decorations, I'm hoping to have a sand base, a few large pieces of driftwood, and a few 'Potamogeton ***i' live plants. Would all of this be able to keep up a constant 7.0 Ph and 80 degree water? Any recommendations on equipment is appreciated.

Also wondering at what sized tank do you have to start using external filters, and worrying about placement on a 2nd story.
 
Three red bellies will outgrow a 55 in less then 2 years. And they make a hell of a mess when eating, so you dont want to skimp on the filter.
 
Before you think about a 55 if you have the room and funds get at least a 75 or more because the 12" width of a 55 usually doesn't cut it for most monster or semi monster fish you see around here.

If you absolutely cannot go larger on the tank and want to "start" them out in there (assuming they're not already mature fish) then the 55 gallon would temporarily "suffice". But I would highly recommend going heavier on the filtration. Best case secenario, if you over-do the filtration on the 55 gallon, then when they're ready to move to a bigger tank you'll already have proper filters for a larger tank. They are messy and create quite the waste load (food & detritus).
