My female kel finally lay eggs but the eggs are everywhere. Should I syphon them and transfer it to my 40gal breeding tank?

I would wait until they are free swimming then transfer them to 40B, first batch usually bad most of the time.
Do you really want to breed them in the first place? if so remove all other fish or make a new tank for you bass pair. You can try to syphon the eggs out to 40B but I don't think it's a good ideal cause you might damage the eggs, you can safely take out the wood or rock that eggs are on it.
