if I put a pond liner in one of the shallow hard pools would it work for one ray also whats yhe smallest

Well you need a large pond for rays so larger the better but yes, it should work. You will need to be able to do weekly water changes, control the evaporation, protect against possible rays jumping out and then have a dirty great filter.
Make sure the pool can support the weight in the long term.
You say shallow, you need 2ft deep at least for a mature ray.
