Kilz on outside of ply tank ??

Anyone ever use Latex Kilz on the outside of a ply tank to reduce water damage?

Just curious if it will hurt the fish.

Correction, I think I got Kilz Original low VOC But not sure now. Will check when I get home.

It is Kilz 2 Latex.

Is it safe? and I am painting the tank, should I use oil based or water based paint?
