You should be keeping 5 minimum if you want them to show up. Simply put, they are not bold in fewer numbers.

I have connsidered setting up a 20 (imp) gallon indonesian biotope for Kuhli loaches along with a undecided catfish sp., as i fell in love with Kuhli loaches at my lfs.
I love my Kuhli loaches. 
They are such a joy to watch doing all the little water acrobatics they do. There are 5 or 6 in my planted 90. They came with a tank that I bought off of Craigs List. My experience with them has been mixed. When I first got them they hid all the time and were a real chore to catch when I moved them out of the 55 that I got them in. They are out all the time now that I have them in the 90 with their new tankmates. I don't know for sure but IMO they did not feel safe with their old tankmates and stayed hidden.
