1) I think that is a Dekeyseria brachyura, similar to L052, but amongst other differences is slightly more orange in comparison and although largely variable, I think the patterning is a bit more like the former. Couple of clearer pics won't go amiss
2) The "L Number" system began when two German magazines began featuring newly discovered Loricariids in their magazines. Since these species were not yet described to science, the magazines began assigning them "L numbers". The German magazine "DATZ" (Die Aquarien und Terrarienzeitschrift) started with the designation L1 for the Loricariid which has now been described as Glyptopterichthys joselimaianus. So now L1 is retired. Another German magazine "Das Aquarium", also began to run a similar feature in its magazine and labeled the fishes as LDA followed by a number.
3) Yes, but not for a little while demand is still pretty high, although more private hobbiests are trying to breed them than ever. Personally I think they are quite available considering the general amount of generations there are. Depends how quickly the market is flooded with either too many, or cheaper zebras. I won't be buying them at the price they are though.

Thank you davo
That is the most informative reply I have gotten on any forum.
