Brazil does not have a banned list, what is has is a permitted list, Everything not on this list is illegal to remove from Brazil. The demad for zebras was so great they were being smuggled out. Many die on the way in the illegal trade. However, over the years enough zebras have come out of Brazil that there are folks all over the world breeding them. Even though they are likely to become extinct in the wild, they will not do so on the planet.
One of the things Brazil did to make it almost impossible to trade in wild caught zebras was to had them to the Appendix on the CITES treatty, Any country who is a signatory to this now needs to see a Certificate of Origin attesting to the source of the fish or they cannot be allowed into the country. This and the Belo Monte dam have greatly reduced the illegal trade.
Zebra have been farmed by a few Asian breeding operations for a number of years now. In 2019 with an partner we brought in 323 zebras from Indonesia. 25 at 2 inches for for me. The began spawning last year. The fish from this outfit were all healthy and in good condition when they arrived.
Stores offering zebras are getting them from home breeders or farming operations.
