Just added some lace rock this past weekend to the tank.
After about a day in the water, I am seeing strange growth on it.
It looks like a clear to cloudy jelly substance.
Not sure what it is? if it is bad for the tank and fish?
Got it from a reputable LFS.

If it is something bad, what is recommended to remove it and keep it gone? Bleach water and then soak in tap water for a few hours???

i think that is just natural growth and beneficial bacteria
but you may want to check with your local fish store
and in the mean time you may want to take it out and clean it off
then put it back in to see if it re grows.

Is there fish in your tank and also is the water still clear when the rock has it? If you decide to bleach the rock, remember to put it in another container with water and add alot of water conditioner to remove the chlorine bleach. You should probably let it soak in the water and conditioner overnight just to be sure all of the chlorine that might have soaked into the rock is gone. Hope this helps, The Doctor.
