don't think he was asking for a new fixture, just the right bulb to go with his existing one . . . is that correct?
to give you the best shot - - or any shot - - at growing some plants, it would be helpful to know what kind of bulb you currently have. you said 40W, but is it T5, T8 or T12? do you know the Kelvin rating? what length? what brand?

40w is a 48 inch t12 bulb. if you go to home depot lowes and get a couple dual bulb lights there is no way it can be $350.... even t5 ho doesnt cost $350.

great lights for plants really effective but you might not want to spend the money.
shop lights can work just not the greatest.
