Can I put a bulb with higher wattage in a fixture that came with 28 watt bulbs?
 
I think this would depend on the rating of the ballast. Check with the manufacturer.
 
you have to check the ballast (fixture) there is a sticker somewhere that says what the max. rating is.

just because it came with 28w bulbs doesn't really mean much.

the fixture could be rated for 30w bulbs for example and you are fine putting those in.

when I bought my Aqueon (Allglass) double strip light, the bulbs it came with were two 28w bulbs. the fixture was rated for 63w, so putting two 30w bulbs in the fixture is fine. its just that the bulbs that it came with were slightly lower wattage than most other manufacturers.

however, keep in mind that a few watts difference is not noticable.

if you need a brighter light, you won't be able to get that by putting in a higher wattage bulb, because chances are the ballast will be rated for something close to what the fixture came with.

trying to go over the max. rating can result in fire.
