I'd love to grow a carpet of either micro sword of dwarf hairgrass as well as have a bunch of tall backround plants. I know both dwarf and micro need medium to high lighting. If this guy doesnt flake, like the last person did, I'd probably get a CO2 system and all the stuffs to make plants healthy/ happy.

This is what I would recommend, obviously ignore if you wish.

I would run 2 T5no strip lights or you can go with 2 dual lighting systems (T5NO)

When you go HO and not understand the amount of light your putting out, minus the lack of plants and ferts you're just asking for a headach. LIGHTING is always the last upgrade. I would get the co2 first BEFORE the lighting, dose ferts and see how everything goes.
