That wouldn't be the best of choices for a low light setup. If you want a low light setup, just use a single or dual T12 light fixture.
 
wats a t12 fixture?
 
would i need a special bulb for the flourescent fixture? cus i thought flourescents were pretty much useless for plants
 
WPG is a rating designed for use on T12 bulbs. The main thing is to get an aquatic plant bulb that has a kelvin rating of 5000K-10,000K. 6700K is the rating I prefer.
 
As stated earlier, if you want a low light setup, just use a single or dual T12 light fixture.
