Lighting in Tank

Hey guys I'm growing out a few geos in a 20L tank right now. I want to be able to enjoy their colors but everytime i turn on the tank lights they just stay on the bottom all blacked out and stressed. I have tried turning the lights on for over an hour and they stay the same way. 5 minutes after i turn off the lights they turn back normal and beg for food again. Are there any tricks to adjusting fishes to tank lights?
 
What size is the tank and what type of lighting/total watage. Is the tank extreamly bright? What type of cover is in the tank? A full tank shot might be helpful.

Edit: just saw the tank is a 20L. What type geos. How many and what size are they.

You may want to put your lights on a timer, so that they come on an hour or so before you normally watch your fish. By the time you want to watch, and feed they are then comfortable with a high intensity of bright light.
I have many tanks, and use 2 lights in each tank. One timer gets one light of the tanks on 30 minutes before the other, then others come on, so there is a semi-gradual ramping up to the brightest level, to sort of simulate sunrise in nature.
