Lighting Question

I have a question about lighting that I can't seem to figure out, even with google. I am building a hood for my 65g aquarium. It will be a planted tank and I have read a lot about the watts per gallon (wpg) rule. I have decided to have about 3 wpg. My question is this, does this wpg rule depend on T12 fluorescent lights? As I understand it, T8 are 30% more efficient than T12. The more lumens per watt has to affect the wpg rule, right? What if I used T5? Is there a formula for figuring all of this out? I'm confused. Thanks for any help.

You're correct about the effect of more efficiant lighting on the standard formula but if you're serious about a well planted tank then just go with the standard watts per gallon rule and concider the extra light as a bonus.
 
That's pretty much what I figured. I guess I was hoping some engineer or other person great in math had it all figured out and would just tell me.
