Lighting questions

Right now I have a 55gallon with 2 24inch stock AGA bulbs and a dual 48inch strip with a powerglo and coralife 50/50 (for the fish's color). I would like to grow mainly lower light plants such as anubias, cripts, vals, and javas with little to no fertilization or co2 injection.
Is this lighting enough? I have the option to get a dual t5 or t5 ho fixture and wanted to know if it was a worth while upgrade to my tank and what the technical (and effective) difference is between t5 and t5-ho systems?
 
that should be more then enough light for low light stuff. t5 High Output (HO) means the light is more powerful not sure the technical reason why but it penitrates water better so its a must on really deep tanks and puts out alot more lumens compared to t5 Normal Output (NO)

ps lumens is a much better rateing system then WPG.
