Would an actinic buld on my flowerhorn effect them at all? I have 1 laying around and was thinking about putting it on 1 of my setups

They are used for that but they are actually made to enhance coral growth by simulating deep water lighting. A lot of freshwater people use them as moonlights - I think they are too bright for that. Frontosa owners also use them to enhance the blue on the fish. If you have one, stick it in and see what it looks like. Personally, I don't like them; I think they make the tank look very sterile.
 
They enhance blues.

IMO its excellent on freshwater setups
