Lighting upgrade for Fluval Roma 125 - help?

The tank currently has a T8 double ballast which holds two 20watt bulbs.
Plant growth is pretty embarrassing in this tank, even java fern struggles.

What can i do to upgrade the lights in this tank? I am capable enough with wiring in any extra lighting, i'm just not to clever on what lighting would be best.

Any specific information would be a great help.

You could do a retrofit for T5 Hi Output lamps. Not too pricey & would be drastically brighter.
