Well first we need to know what plants are you looking to grow. Then you can decide what type/amount of lighting you need.
I'm growing hair grass in my tank, check it out in the second link in my sig. It is pretty hard plant to grow successfully. I would say have at least 3-5 Watts Per Gallon of lighting (Spectrum 6,700K). I would definitely consider a substrate for plants, the finer the better. Also CO2 could help out.
