What size tank do volitan lionfish need? Would they be ok in a 90 gallon tank? What about 125? What fish would you recommend putting with them? Would a bird wrasse or harlequin tusk be ok? Triggerfish? What should I feed them?

A 90 gallon could house them short term, or when they are small. I would go with the 125 or bigger right away to house them long term. Something that is 6 feet long is necessary. They get up to 15 inches long and their fins and spines spread out to fill up a big area.
You said they, I hope you mean the species they and not more than one. Then you really need something bigger than a 125.
You could put them with all the fish you list if you got a 125. Those 4 fish would be a pretty fully stocked 125 gallon tank. You could add a fish that stays pretty small to this to top it out. Just remember that as the lion and tusk get big they may eat the small fish if it fits in their mouth.
You should feed them all a combination of meaty marine foods. Variety is key in feeding all fish to keep them healthy. You can make your own mixture of suitably cut pieces including raw market shrimp, squid, scallops, and other marine fish. You can prepare these ahead of time and freeze them in single feeding bags. You can/should also feed krill and clams in the shell. All of these foods should be soaked in a vitamin like selcon or zoecon for 30 minutes before feeding.
