Yes, but it's hard to induce it or create definitive sexed pairs.. Not sure if Volitans have been bred much, but read accounts and talked to people about dwarf species breeding.

I heard one of the problems with mixing dwarf Lionfish species is they would cross-breed in captivity, however the eggs are seldom fertile. The other problem is the mating pair will increase aggression towards conspecifics and usually stress them out to the point of death.
 
There are a few accounts (German and other mid-European) of captive, as in public aquaria, spawnings. Some scorpaenids are known to be ovoviviparous, a form of live-bearing, but Pterois are surface egg scatterers. Near artificial dusk, a male and female engage in a simple pre-spawning 'dance' culminating in upward swimming and simultaneous release of gametes while upside down beneath the surface. No record of eggs hatched and reared.
