Lip-locking during courting?

My two angelfish have been engaging in sustained but gentle sessions of lip-locking. They are always close to each other, so I don't think it's territorial. But I don't recall ever having seen my other pairs which have spawned doing this. So can it be courtship?
 
I think that they are testing each other, to see if they both are strong enough to produce healthy babies. That is what most of the angelfish websites say.


Now, if they are always at different ends of the tank, and then come to the middle and lip lock, I think that is territorial...But as you said, they are always by each other. I think it is breeding behavior...
