How do you know if it is infertile or fertile? The eye color is the #1 giveaway. Base on averages number of FH out there, white eyes aren't able to breed. But I have seen some white eyes with success, and these guys fetches for a very high price if they are great in quality. This only goes for male, as for female. If it laid eggs...then it is fertile.
As for tank, depends on how big is your FH. It can be done in a 50 gallon breeder if your fish is small enough. So the size of the tank depends on how big is your fish.
Substrate, keep it with gravels. Add dead corals, or just make it all sand corals if your pH is not meeting what the FH want and needs. So please do pH testing first before you make any move about with the coral stuff.
As for decor, ehh...no decor. They will just tear everything up apart anyways and it gets in their way of swimming. As far as filter goes, you can just use a regular filter. And wrap a sponge around it only so no frys would be sucked in.
Food...this is very crucial. Frys pellets works well in this situation, move it up later and you'll get the hang of it. It's not that difficult.
