Little bubbles all over tank

So I just got my tank and everything...got it set up...had it runing for about 14 hours and when I went to look at the tank there were little bubbles over everything. Is this normal? I am at work now and I get off @ 7, so that gives another 8 hours for it to hopefully clear up.

If this is not normal and it will not clear up, what items do I need to help with this issue?

The bubbles are normal. It happens almost every time I do a water change. They don't hurt anything and will go away. If they really bother you for now (before fish are added) you can run a sponge over anything that has bubbles on it to get rid of them. Make sure the sponge has never been used before, and is only used for that tank from there on out (great for cleaning the walls later on).
 
I also wanted to know when a good time to put my fish in the tank. I did a lot of research and I have heard a lot of different timings. Some people say 2 weeks, 1 week, 48 hours, and i even heard 24 hours. Can someone please thell me a good timing window to pt my Oscar in the tank.

Well, first, how big of a tank is it? The larger the tank, the more time it needs to fully cycle.
Normal time is two to three weeks after setup. The goal is to get a beneficial bacteria colony running and until then, you have nitrate/nitrite cycles that swing wildly.

Yeah, I would wait two to three weeks. Bring with a water sample when you go to buy the oscar so they can test it first and if seems good, go for it then.
