little tan frogs with black lines on their eyes

Sounds like Pacific treefrogs. They used to be called Hyla regilla, but they've undergone a lot of taxonomic changes lately; they've been placed in the chorus frog genus Pseudacris, and P. regilla has been split into several species. Not sure which one is in your area. But you can just call 'em Pacific treefrogs and be done with it. ;)

I haven't kept them but I understand that they're pretty easy to keep. Be sure to check CA nongame collection laws before you take any home. If they get established in your pond, they will come back to breed year after year, but the adults need a good patch of trees and shrubs around the pond to live in outside of breeding season.

my pond has alot of large pygmy palms, adult queen palms, shrubs, flowers, bushes and small trees around it for them to live in and i will also soon be putting mangrove trees in the pond so the frogs will be able to live in the reoots and branches of those too

Sounds good! I'm sure they'll be happy if you do get some.

Your best bet is probably introducing tadpoles; adults are likely to try to go back home.

*EDIT* Just found the relevant taxonomic paper. If you're in Santa Barbara County or southward, your frogs are P. hypochondriaca. If in San Luis Obispo County or northward, you have P. sierra.

Males will have a colored throat (not sure what color in your species, usually yellow, green, or black in my local hylids), females will have throat same color as belly.
