Little white spots swimming in tank?

I have a 10 gallon aquarium setup.... well had it setup. I decided to replace my 10 gallon Q tank with a 30 gallon Q tank. After the 30 gallon was set up, I turned off heater/filtration, and just kinda let the empty tank sit. I was lazy about cleaning it out. A week or so later, I turned on the light just for kicks, and saw all these thousands of tiny white specks swimming around. Any idea what these are? how did they get there?
 
Not sure what they could be, but I would actually clean the tank now and start over.
 
You've cultured something. Describe how they move. Do they lurch forward, bounce up and down, or just sort of gently hover forward at a consistent speed? Your bugs could be anything from cyclops to daphnia to ostracods...
 
they hover over rocks and such, and along the glass, but they also kinda hover around and congregate free swimming in the water. they move freely in any direction, and are constantly moving.
 
Sounds like a small species of ostracod. Some are free-swimming and do move like that. Try netting some and getting a pic if you feel like it. It's definitely not daphnia, because they bounce up and down all day.
