I know that when you have live rock shipped to you, its best to get it going without anyfish in the tank for a while because the ammonia levels will spike from the dead bacteria in it, but if i get it from my pet store where they keep it in a tank will the ammonia levels still spike or should it be already cycled and ready to go?

For the most part, "IF" its properly cured, you would experience a small spike. I did exactly this with my new reef..It even converted pure ammonia i dumped in there, as a test, and within 8 hours it was showing up as nitrates...
