This is a question about freshwater live rock.

How can rock be considered "live rock"? Can i make "live rock" from stuff i fine outside?

live rock is a saltwater phenomenon. You could put large porous rocks in freshwater and it would do bio but it would not be the best use of your tank volume as far as bio goes.

Everything mentioned already is very true. The problem with bio filtration is it makes nitrates which saltwater guys try to keeo supper low so they mostly filter with a skimmer which pulls stuff out before it becomes part of the nitrogen cycle.

Also live rock grows other stuff like copepod and stuff like that. Also it can do some denitrofication if it is porous enough.
