OK.. .finally got a skimmer... instructions sketchy at best, it is plugged in... making bubbles... should the collection cup stay empty?... it also seems to be clouding water. Please help idiot.

sound's like the skimmer is just breaking in keep an eye on it good for the next 24 hours then repost what it's doing.

i read in my instruction manual for my skimmer that any water conditioners like dechlor. will make micro bubbles. What kinda of skimmer may i ask?

yeah your fine. just make sure that if the collection cup gets full over night its not going to make a major mess on your floor. Skimmers have a break in period and this is normal. Bubbles in the water is normal as well. after a few weeks this should be reduced a lot. It might even go away all together. as mentioned keep us in tune as to what its doing, but id give it longer then 24 hours because you wont see much difference.

ok.. cool. The collection cup... the bubbles are set to go about 1/2 up part that flows into collection cup... should I set it to the top, or leave where it is? Again, the instructions SUCKED.

id leave it where it is...you mighta wanna check to see if its gots a drain plug on the cup and run some air tubing down to a bucket or milk jug. I know my skimmer's water level went up and down during the break in period. Hate to leave it alone and it drain the tank out on the floor. I luckly caught mine just as the cup was fillin up with water.
