I had this plant in my ghost shrimp tank.

After a while when i grew the algea for the shrimp to eat, the algea grew on the plant and weighed in down. It caused a big nasty looking tank and i ditched the sand and the plant. What kind of plant would work out better and stay at the top?

Your plant is hornwort. They are best left floating as they do not grow roots when planted. The bottom part just rots when it is buried so you have to keep replanting if it keeps going to the top. Try the lowlight species such cryptocorynes, hygrophilas, water wisteria, pennywort, Java ferns, Java moss and anubias.
