Looking for a pump

I'm looking for a reasonably priced pump that will turn my 40 gallon tank over at least 10x. I'll be using it in a newly set up sump and I'm looking to spend no more than $60 if possible. I'm not really sure if its necessary but the distance between the water surface and where the pump will sit is roughly 1.5 feet.
 
What's a normal return rate for freshwater? I now saltwater setups strive for at least 10X.

I have one running the sump on my 75

the 2200 model isn't as powerful, 580 GPH, but it uses the same wattage and the price difference is negligible.

You could also try via-aqua, they seem to get good reviews and are cheap.

You don't need 10x, less will work fine, but with a tank that small it is so easy to get that kind of flow that you might as well.
What kind of fish will be in it?
 
Went to the Lfs and picked up a rio+ 2100 which is doing over 10x on my tank. Paid 50 bucks for it but it's kinda loud.
