Looking for a small water pump with caveats

I need a small pump for a project I'm thinking about trying out. But before I can even proceed, I need to find out if there's even a pump that will work. The pump should have:

- threaded input (MPT)
- input is taken from the top of the pump (preferred but not required)
- suction cups for securing to aquarium bottom
- low power consumption would be nice
- "slow flow" - less than 200 gph at 0 ft, maybe even less
 
I'm going to try an in-tank overflow. Basically, there will be a 2" PVC that goes to the surface where the water will overflow over. The bottom will be reduced to a 1/2" and attached to the pump.

As for the powerhead, I can't use it because it doesn't have anything to hold it in place and it doesn't have the MPT threaded input.
