yes they are, but you can still find them at certain lfs. pm me if you are interested in taking a trip to orange county. I can provide you with lfs who carries both of what you're looking for.
 
if they're found in certain LFS- they're more likely to be out of business once they get caught. not worth the risk for most LFS
 
Part of being a responsible, productive member of society, or just a responsible adult in general, is accepting that there will sometimes be laws you will not agree with, but that that is no ground to ignore them. You can't have everything you want (otherwise your brain would reject The Matrix).

And Arapaima are very big fish. If you're sure you're capable, then best of luck to you.
