Can anyone help please?
 
Sounds pretty good. Only problem I see really is the two red top zebras may fight over the single female. You could probably fix that problem by getting a couple more female red tops or having NO female red top zebras.
 
I'll add 2 more female Red Tops! Thank you. Any other suggestions??

Can I add 27 fish to the tank at the same time?

NO. I know adding too many fish at once can mess with your nitrite/ammonia levels if your tank is newly established ...I would only add maybe 5 cichlids every 3-5 days or so to be on the safe side
 
If your tank is already established and you put them all in at once just keep an eye on water chems to make sure nothing happens, that is a large bioload to add at once. At the same time I do agree that adding them at once will not allow anyone to pick territory before the rest are added unless you plan to re work the tank decor if you slowly add them. I have added 15-20 fish in an established tank before and have not really had any issues other than one tank that did spike, which is why I say watch the water chems and you should be fine.
 
The tank has been running for 6 months now with both the Tiger Oscar and JD living there at one point and now the 8 african cichilds are living in there. I ordered 27 more, so I will have 35 African Cichilds in the tank this Thursday.
