hello all im interested in doing some low light plants in my 36" 58 gallon i was thinking some java fern, anubias nana, and maybe some corkscrew valls. but all i have for light is a 24" 20 watt hagen power glo bulb that is 18000k would it grow these plant if i used ferts

Not even a little bit. That tube is not nearly enough light. You would need to triple that just to get 1 watt per gallon.

thats what i was thinking but wasnt sure i guess il look into something like a current t5 ho i saw coralife and hagens t5 ho lights at petco and petsmart but they are outrageously priced

The prices are much better online, but make sure you buy from a reputable company like drsfostersmith or big al's online. I got my coralife from big al's & it made a HUGE difference. I think the Current USA fixtures look much nicer, though. The coralife was by far the most reasonably priced choice & my plants already look better after just 2 days.

Just on this note, I purchased a Current USA fixture about 4 months back and have never looked back since. Great fixture and extremely well built. Quality fixture and will always recommend.
