Low light plants for 10 gal

Im planning to set up a 10 gallon for some oto cats and maybe neons or cardinals but i dont know much about plants. What would be the best plants to put in there that dont require too much? I dont wanna invest too much in it like a c02 system but ill probly get a nice light for it. What do you guys recomend as far as plants and lighting?
 
use the yeast co2 system, works like a charm with even very difficult plants. I tried LED, didn't work. just stuck with the compact fluorescents and its been great. on a large tank i have a coralife but not necessary for the depth of the 10 gallon.
 
On my 6g tank I have on my kitchen counter I grew lots of Java ferns, Pelia moss and Java moss with a 15w flourescent bulb. Never did any water changes. Just added evaporated water every week straight from the faucet. This tank grew Pelia moss and ferns so thick left hardly any room for the fish to swim. I recently clean it and moved a bunch of the mosses and ferns to another tank.
 
java fern, java moss, anubia, water sprite, penny wort, frog bit, crypts, dwarf lilly bulbs...all do great in low light^_^
