Lucky bamboo not growing new leafs

I have a lucky bamboo plant in my aquarium at work( not fully submerged). when I first bought the plant it had the leaf part on it but I cut it off and planted that part to try to get another plant worked out well. but my problem is the plant I cut is not growing a new leaf stem. Any ideas?

If you are referring to the original plant, it will eventually grow a new stem if it is kept alive and healthy. If you are referring to the cutting, it will not grow a new stem. It will just root and grow from the current stem.
