Lumps on Oscar?

I've seen a lot of oscars, and many with poorer water conditions seem to have limps all over the oscars head, making the oscar lumpy. Well now my dads is kinda getting lumpy. I wanna know if there's a way to fix it, or if its permanent; and I just want to learn more about what's going on in general. I'm probably gonna take over maintenance of his tank. Because he sucks with fish.
