m/f size difference

I know that females should be larger that males when breeding. But how close in size should they be. Also, I was wondering can the female be too big. For instance could a 10-11 male breed with a 15-16" female?

it also is possible for the female to overpower the male so that its not possible.... however the male will learn how to. over time....
