Maintaining filter for quarintine and grow out tanks

I was thinking about it and could only come up with one way of how people keep the biological filtration alive in a quarantine and grow out tank. I obviously am not asking about when there are fish in the tank, that is self evident that it works just like any other tank. My question is, when the tanks are empty and being kept for the 'in case' and next times the tanks are needed.

How do people keep the biological filtration alive when no fish are being kept in the tanks? I thought people might add some food that will rot to feed the bacteria.
 
Adding a small amount of food to the empty tank will help maintain the biological filtration. Any source of ammonia will actually work.
