Mala Staying close to the surface

I have a hoplias mala. Considerable amount of time mala floats close the surface where filter outlet is. And some time it just sits on my power head.

Is this normal behavior ? Because most of the time I have seen these wolf fishes sitting at the bottom.
 
As long as it's eating well and not swimming upside down. I wouldn't worry too much. These wolves may take a strategic position and for your wolf this maybe one of them. Either to stay away from bright lights or get at food easier. If I remember yours is a little guy so it will be a bit more active. Once starts eating and getting some size I'm sure it will become like a dead log and stay at the bottom and not move except for feeding time. Keep an eye out.
 
Forgot to mention that malas live in stagnant water and could be sitting there cause it does like the current from your power head. It's bigger bros like some flow. May need to redirect your flow or put something there to break the current. Give it an area of comfort to hang out in. Something to think about.
