Are the length of the fins any indication for you? If I had to guess I'd say male too. Wouldn't put much on it though.

I'll say female and that the spangles will disappear. My old female had spangles as well up to about 3-4" and then they went away.

You will have to wait until it gets bigger, 3" Festae fool their owners quite often. It def has both characteristics right now. As a pure guess, I'd say male....but it could prove me wrong later on.

Jason, I'm curious where the spangling was on yours that went away. Are we talking body spangles or on the dorsal fin, tail and anal fin?
