malfunction of 1" DIY vinyl tube

I used heavy vinyl tarp and vinyl cement. To add a flexible overflow pipe into my prefilter box. Then used a hose clamp and a pipe as a valve to balance the flow.
Mostly because there was not enough room.
A fish , a tiny fry, that grew up behind the overflow. Got sucked into it. He died. The black tarp tube. Became hardened with time, and developed a leak while removing the fish.

I THOUGHT ABOUT CALLING A PLUMBER, But decided I better DIY. So I pulled the 3/4" slip fitting from the bulk head, which took 30 minutes.

I did remember to turn the pump off, but it took a gallon of water. To remind me that the air lift, poop sucker was not off.
So got it going, no leaks, and quiet also. Amazing.

Then I realized I need to turn the air lift back on. The water was only dropping 8 inches. It sounded like Niagara falls.
The overflow was gently going over the wier.
So I need a fishproof, flow control.

Not a bean or herbie.
The tube inserts into a 3/4" pvc , it narrows to 1/4" before opening up to 3/8".
If a fish gets sucked up, it will be trapped in the tube, for easy removal.
The return from sump is throttled with a Gate valve.
