These style filters are not meant to lift water that high.

Ok what is recommended?

You have to get the water over the coupling first, let it start pumping then take out some water but the water line must remain above the coupling.

You can hot glue the coupling connectors so syphon (if you could call it that) doesnt break.
I have done this and mine work fine even through 75% wc.

Not sure if they are returnable at this point. Marine land makes in tank canister filters for $40 or so, may be a better option.

This one stopped working for me after a month or two,was than 6 months and it just stops working. I can’t speak for anyone else but that was my experience with this particular filter.

With hang on filters, the key is that you have to have the water level at least higher than the level of the pump and impeller on the filter. Even if youre just level with the motor, a slight, momentary clog or snag of the motor will break the siphon in the intake tube and the motors are not powerful enough to suck it back up without priming.
