marine land light fix

i found a 20 gallon a neighbor was out the tank is good but the light doesnt work i had to solder new wires from the ballast to the lamp but it doesnt work at all no sure if its the bulbs or the ballast. i tried switching the wires every way possible and nothing. i would like to keep that light fixture if worse comes to worse and it cant be fixed but is it possible to put a single light ballast form a light strip or something in and use just one t8 instead of two
