Mata Mata turtle kept in too small of a tank

I know it's probably not my business but just wondering.

There's a lfs here that keeps a Mata mata that's somewhere around 20" in square tank that barely gives it room move around in besides turning around. I have ask the store if they ever consider donating the turtle to a zoo or something since it's in too small of a space. Remember one of the employee telling me the turtle is perfectly happy. Worst part is they have huge ponds inside the store that could be used to housed the turtle but instead are kept with kois and whatever.

I'm pretty sure some of the members here has been to that lfs.

Anyways what are your thoughts?
 
Yeah, I've seen it a few times and I feel bad for it in that small tank. It should definitely be given a pond so it can at least move around a little bit. I don't know how active they normally are but this poor guy has no room to do anything.
