Mating Pair? How soon is "too" soon to tell?

How soon is too soon to tell if you have a "potential" mating pair of cichlids? My 4.5 inch FH appears to be a male and I have a 1.5 inch Texas that looks to be female. I have 2 tanks at the moment and good number of different cichlids. These 2 happen to be in the same tank and swimming side by side at times. All of my other CA/SA cichlids of different species aren't usually this friendly with each other. In fact, this is the 2nd FH I had in the tank with the Texas and the previous FH pretty much terrorized anything that moved. Granted, currently at only 1.5 inches; Texas Cichlids get pretty big so I wasn't sure if this is potential mating behavior or not.
 
I'm just surprised that the FH hasn't started chasing her around yet. I have everything from Oscars and JD's to Convicts and Parrot Cichlids and it never fails that someone is chasing someone around. I was surprised to see the 2 of these guys swimming side-by-side like their buddies or something.
 
The Texas is more like a small 2 inches and every so often, does this shaking thing and turns this really dark black on the bottom and whitish gray at the top. I'm assuming it's a female because of the spot on the dorsal fin.

Update... My little Texas is still doinger little shaking thing but it looks like my FH's aggression bar went up a notch. He still tolerates her, but every so often it looks like he just wants to kill her. Is this bi-polar like behavior normal?
