Will a matured male become mating aggresive behaviour towards an UN-matured female ?

So if I see a some biting, cupping from a male to a specific female, is it safe to assume that the female is matured and ready ?

Sometimes they still go at it before the female is ready which usually ends up with the male getting tagged, but in MOST cases, it means the female is either ready, or will be ready very soon.
