"mature" clasper size

my 8 - 9 male motoro has tiny tiny clasper how long does it usually take for them to reach maturity? and by tiny i mean ive seen small retic clasper's way larger then his at with the retic size only being 4 inch.
 
Maturity time is based on the individual. Some shorter, and some longer than others. Your male might not reach sexual maturity until he is 16"-18". The male I have is around the same size as yours and his claspers are just starting to roll. So he should be ready soon.

My motoro had fully rolled claspers at 8".

I think it comes down to a few factors; age, size, genetics and the presence of a mature female. Impossible to give an exact time frame.
