Max size

"Tea Cup" is a common name often used when referring to potamotrygon hystrix. The males stay smaller than the females. I don't know the exact max size for each sex, but the species generally stays under 20"
 
I expect it is more likely to be a retic. These are notoriously hard to keep alive, not because they are weak but many are poorly shipped wild caughts and they often die, they are kept by less experienced keepers as they tend to be much cheaper.....I have to say that if you need to ask whatnsize a tea cup gets then you do not know anywhere near enough about rays yet. Please read the stickies and hang around the forum to learn, ask a lot of questions and make sure you know your nitrogen cycle inside out.

Anything under 250-300 gals is temporary in my opinion.
 
You should get at lease a wide 36" tank for a teacup I would say around 12-15".
